Gary leads our Government Administrative Law and Litigation team in Canberra.
Gary's major areas of practice include advice and litigation in Government and administrative law, decision-making and advising on policy implementation options.
In 18 years of private practice Gary has advised and acted for Australian Government agencies on a range of matters, including advising on how legislation affects Departments and statutory corporations and on strategic issues involving policy implementation and legislative design.
Gary also advises private sector entities on dealings with the Australian Government and on Australian Government processes for energy and mining project approvals.
Gary was a founding National Executive member and former National President of the Australian Institute of Administrative Law. He is a member of the Federal Litigation Section Committee, the Administrative Law Committee and the Harmonisation of Law Committee of the Law Council of Australia.
Prior to entering private practice Gary's roles included High Court Associate, lecturer in law ANU, Secretary to the Senate Constitutional and Legal Affairs Committee, Assistant to the Commonwealth Solicitor-General and Head of the Commonwealth Civil Litigation. These positions involved providing high level advice to Australian Government Ministers and Officers, legislation design, intergovernmental liaison and the conduct and supervision of Australian Government litigation in the Federal and High Courts.
Gary is Adjunct Professor Government and Administrative Law at the University of Canberra.
